in the structure of no2 how is it possible that N has an expanded octet?

in NO2 structure N forms double bond with one Oxygen and coordinate bonding with other oxygen and nitrogen has one unpaired electron ..it's octet is not expanded but it's incomplete(7 electrons). it completes it octet by existing in N2O4 form at low temperature
